The urbanization process in Vietnam has yielded many significant achievements. The urbanization rate has now reached approximately 40%, with 870 urban areas distributed relatively evenly across the country. This has contributed to the promotion of GDP growth and the long-term transformation of growth models. Moreover, it has fostered advancements in science, technology, innovation, culture, the arts, education, training, and healthcare. Urbanization has also played a key role in creating balanced regional development and addressing issues in agriculture and rural areas.
However, urban development in Vietnam faces several challenges. The quality of urban areas has been neglected, and both technical and social infrastructures are not synchronized leading to overcrowding. Environmental pollution, inefficient resource use, and energy consumption are also pressing issues. Furthermore, the urban system in Vietnam is confronting new obstacles, such as the impacts of climate change and the ongoing Covid-19 pandemic. These factors are generating fresh problems for urban planning, construction, and development.
The Vietnamese government has given great importance to urban planning and development . Many projects and programs for the 2021-2030 period have been approved, including the Sustainable Smart City Development Plan, the Project for Developing Cities to Respond to Climate Change, and the National Urban Upgrading Plan. In the near future, the Politburo will issue a Resolution on "Urbanization, Urban Development, and Urban Economic Development in Vietnam until 2030, with a Vision to 2045." This Resolution will serve as a foundation for the Government to concretize policies on urban development and urban reconstruction, ensuring that appropriate resources are allocated for these goals.
If these measures are implemented effectively, urban development in Vietnam will be better coordinated, sustainable, and resilient to future challenges.

Read the following passage about the urban shift and mark the letter A, B, C or D on your answer sheet to indicate the best answer to each of the following questions from 15 to 24.
Sweden is widely recognized as a global leader in environmental sustainability and green living. The country's commitment to preserving its natural environment and reducing its carbon footprint has become an integral part of its national identity. Swedish citizens are not only conscientious about recycling and waste management but are also active in reducing energy consumption and promoting eco-friendly lifestyles. The Swedish government has implemented progressive policies and initiatives aimed at fostering a sustainable society, encouraging both individuals and corporations to adopt greener practices. The concept of "green living" in Sweden is seen as a comprehensive approach that encompasses energy efficiency, renewable energy, waste reduction, and the promotion of environmentally friendly products and services.
A key element of Sweden's environmental strategy is its reliance on renewable energy. (I) The country has significantly reduced its dependence on fossil fuels by investing in wind, solar, and hydroelectric power. (II) Almost half of Sweden's energy consumption is derived from renewable sources, and the country aims to achieve carbon neutrality by 2045. (III) In addition to renewables, nuclear energy provides a low-carbon alternative to fossil fuels, while energy efficiency measures such as advanced building standards and smart grids help lower overall energy demand. (IV)
Sweden also excels in waste management and recycling, with one of the highest recycling rates globally. Nearly 99% of the country's waste is recycled, and non-recyclable waste is incinerated to generate energy. This waste-to-energy strategy reduces landfill use and contributes to Sweden's renewable energy supply. The country has also implemented measures to tackle plastic waste, including banning single-use plastics and promoting reusable alternatives. These efforts support a circular economy, where resources are continuously reused, reducing environmental impact.
Sustainable transportation is another cornerstone of Sweden's green initiatives . The Swedish government has invested in public transportation, cycling infrastructure, and electric vehicles (EVs). Sweden is a leader in EV adoption, with widespread use among citizens, supported by government incentives. Additionally, cycling lanes and car-free zones in cities encourage eco-friendly travel. Sweden's focus on biofuels and sustainable aviation technologies further reduces the carbon emissions from transportation, aligning with its broader environmental goals.
In summary, Sweden's commitment to green living through renewable energy, waste management, and sustainable transportation exemplifies its dedication to environmental sustainability. The country's holistic approach provides a valuable model for others aiming to reduce their environmental impact and foster a cleaner, more sustainable future.
